Malaysia Unveils Bold AI Strategy Rooted in Local Values

KUALA LUMPUR, April 19, 2025 — Malaysia is forging a unique path in artificial intelligence (AI), blending local values with global expertise to shape a human-centered digital future, the Ministry of Digital announced today.
In a milestone event, the National AI Office (NAIO) hosted a high-level engagement session led by Tuan Fabian Bigar, Secretary General of the Ministry of Digital, representing the Minister. The session brought together 210 experts from Malaysia and beyond, including tech entrepreneurs, ethicists, academics, and AI practitioners, who form the NAIO Working Groups. Launched on February 27, these groups are tasked with crafting a national AI strategy that reflects Malaysia’s identity and delivers tangible benefits to businesses, communities, and citizens.

The Working Groups are tackling seven key areas: AI governance and ethics, regulation and policy, advisory services, safety, security, sovereignty, and talent development. Their goal is to create a resilient AI ecosystem that empowers Malaysians while safeguarding rights and fostering inclusivity.
“AI is about trust, values, and impact,” Bigar said. “We’re building a distinctly Malaysian approach that ensures no one is left behind.”

The initiative operates on a three-month timeline, with checkpoints on March 27, April 29, and May 29, when final proposals will be submitted to NAIO, forming the core of Malaysia’s AI roadmap. Shamsul Izhan Abdul Majid, NAIO head, called the effort a “powerful moment” for building a national AI ecosystem that is “proudly Malaysian, regionally relevant, and globally competitive.”
The strategy aims to boost small businesses, enhance public services, ensure ethical data governance, and nurture local talent. With the full plan set to launch later this year, Malaysia is positioning itself as a leader in responsible and innovative AI.
