Malaysia and China Tech Giants Join Forces to Boost Digital Innovation

KUALA LUMPUR, April 10, 2025 — In a landmark move to advance digital technologies, Malaysian and Chinese tech companies and academic institutions signed six memoranda of understanding (MoUs) today, focusing on artificial intelligence (AI), cloud computing, and next-generation digital infrastructure. The agreements signal a deepening partnership between the two nations aimed at transforming Malaysia into a leading digital hub in Southeast Asia.
The MoU exchange ceremony, held at Pullman Kuala Lumpur City Centre, was attended by Malaysia’s Minister of Digital, Gobind Singh Deo, and Lan Tianli, Governor of China’s Guangxi Zhuang Autonomous Region. The collaborations involve major players like Huawei Technologies (Malaysia) Co., Ltd and local firms such as Skyvast Cloud Sdn Bhd, Tiong Nam Logistics Solutions Sdn Bhd, and TOGL Technology Sdn Bhd, alongside academic institutions from both countries.
“These MoUs will harness advanced AI and cloud solutions to revolutionize e-commerce, logistics, government services, and digital infrastructure across Malaysia,” Gobind said. He emphasized that the partnerships would enhance Malaysia’s capabilities, drive innovation, and fuel economic growth by leveraging shared expertise and resources.
Among the key initiatives is a sovereign AI cloud infrastructure project between Huawei Malaysia and Skyvast Cloud Sdn Bhd. The collaboration will utilize Huawei’s cutting-edge Ascend GPUs, Kunpeng servers, and cloud platforms, with Skyvast spearheading business development and market strategies in Malaysia and ASEAN.
In logistics, Huawei Malaysia and Tiong Nam Logistics Solutions Sdn Bhd are set to integrate AI and cloud technologies into warehousing and supply chains, promising smarter and more efficient operations. Meanwhile, TOGL Technology Sdn Bhd and Huawei Malaysia will develop an AI-powered e-commerce and loyalty platform, blending TOGL’s market insights with Huawei’s advanced tech.
Government services are also in line for an upgrade, with Huawei Malaysia, HeiTech Padu Bhd, and MY E.G. Services teaming up to explore AI-driven solutions for sectors like immigration and transportation. On the academic front, two MoUs will establish joint labs: one for spatiotemporal intelligence between Guilin University of Electronic Technology and Universiti Malaysia Pahang Al-Sultan Abdullah, and another for AI cooperation between Guangxi Minzu University and Tunku Abdul Rahman University.
The event followed a courtesy call by Lan and his delegation to Gobind, where discussions centered on expanding cooperation in AI, big data, and talent development. “This visit lays the foundation for stronger ties and fruitful collaboration between Malaysia and Guangxi,” Gobind said. “Together, we can shape a future where AI boosts our economies and uplifts the region.”
The partnerships align with the MADANI Government’s push to accelerate AI adoption across all sectors. Sam Majid, Head of the National AI Office (NAIO), hailed AI as a cornerstone of Malaysia’s digital transformation. “These collaborations foster innovation, research, and knowledge transfer in vital areas like healthcare, data governance, and smart education,” he said.
With these agreements, Malaysia is positioning itself as a tech powerhouse, leveraging international expertise to realize its vision of a fully digital nation.
